transfer of property to new names and grant of new share certificate

Our flat has two joint owners. Both died. I have probated my mothers Will and asked the society to give me share certificate with the new names . They refuse. Any legal document is not accepted by the secretary when a lawyer sends it by post he sends it back unclaimed. this has become a practise. I am a senior citizen . please give advise.
file a complaint with the registrar of societies marking a copy of the letter to the secretary also.
