Timeline from Date of Purchase to file a case

Sir/Madam, is there a time limit where we can file a case against a builder for not completing the basic amenities like electricity and water? We purchased the plot nearly 5 years back and contemplating legal action.
1. There is not time limit as such to file recovery suit against builder for not completing the basic amenities as mentioned on the bye-law documents.
2. I suggest you to issue legal notice to builder to complete the work in stipulated time.
3. Even after issueing notice to builder, if the work still not completed then you can file recovery against them.
