Tenant Rights of agreement copy rent receipts

My friend took an apartment on rent through a broker.The landlord:
1. Didn't give any receipt for advance of 17000.
2. Didn't let the tenant read the agreement.
3. Didn't give a copy of agreement.
4. Broker didn't give any receipt of brokerage 8000, he is a relative of landlord.
5. As soon as my friend paid the total amount (25k) to them, they started asking to vacate the apartment Not ready to refund back a single rupee.
How should we proceed, what should we do?
lodge a complaint with the local police station against the landlord (licensor) and the broker for cheating and fraud. Alternatively serve a legal notice demanding for the refund of the security deposit along with compensation for cancelling the Leave & License Agreement before the termination period. I hope from next time onward your friend would be more careful and put little trusts on strangers.
