Succession Certificate for Transfer of flat

My father has a flat in Nasik. Few years back he has expired and now we want to tranfer the flat in the name of my mother. Since there is no nomination society has asked for Legal Heir / Succession Certificate. We have informed by the teshil office that that legal heir certificate is issued to govt employees only ; others have to get succession certificate. Want to know that if this information is correct? Snd further what is the procedure and cost involved for getting succession certificate?
Yes, succession certificate issue authority is court of law.And to gets it from court there are some procedures to file the case.for this required stamps on amount of your claim is essential.for this please contact with me !
