Shop owner maintenance issue not ready to pay maintenance charges for

In our apartment there are total 8 residential flats,3 commercial shop.shop owners using toilet inside society they are say it is in our agreement our property.ot ready to pay any maintenance charges.the light connection,water connection,are from our society meter.we are charging only 100rs to each shop.they are saying to clean our toilet to us with extra 20rs means 360Rs total.also they enclosed space infront of shop by shed.they are saying it is our property.still society not formed 5 flat sold 3 vacant.what can we do for this to get maintenance from shop owners.they are saying to cut water supply and electricity for toilet.can we lock the society gate by cutting water supply and electricity.drainage line belong to whom society ?what is correct provision for this under laws as we cannot lock the toilet.can builders do such thing to give ownership of toilet to shop owners which are inside promises of gate.kindly guide properly.still no society is formed.

Well, if no society is formed, you have to raise all your issues before the Builder. If Builder is not co operating, then you have to raise your issue before the Court by filing a case. You do not have any other options.

Some societies disconnect services such as water, electricity or parking for members who are consistently late with their maintenance payments. Legal Action: If the non-payment of dues continues, the society can file a lawsuit in civil court.
