Sale Deed Completed But Owner Failed To handover Plan Approval

I am residing at Gudiyatham vellore (district). I got a registered sell agreement for independent building as per the market value of 32 lakhs at the time of sell agreement i paid 3 lakhs as advance balance required to be paid at the time registration. But when i asked owner about Plan Approval he failed to give plan approval. According to the sell deed date of registration have time of 30 days as per sell deed condition if i failed to give balance amount i dont have any rights on said property. Now without having plan approval any bank is not going to give any loan and i cant pay balance amount on due date can i approach legal authorities to cancell said plan approval or to get some additional time to arrange money from my ownre sourses. What kind of proublems i am going to fave in future without plan approval.

As per the sale agreement you have to pay the entire balance consideration with in one months time, but the delay of registration of property is only because of vendor, hence either you may issue a legal notice to vendor and registrar office stating you are ready to fulfill your obligation of the vendor if he is ready to produce plan approval of the building before the thirty days time, you must also approach the registrar for rectification of condition in sale agreement, and the default clause may be changed with in the stipulated one month.
