Rights of deceased sister and her kids over father's property.

My father died in 2007 without making the will. My mother died in 2006. It is my father's self acquired property. I have 2 brothers and 3 sisters. After the death of my father, the name of all the siblings have been registered, as the owners of the property in Hubli-Dharwad Municipal Corporation in Karnataka. Out of 3 sisters 1 sister had died in 2016 and another in 2017. My questions are
1. Do my brother-in-laws have any rights to claim share in my father's property after my sister's death.
2. Do the heirs of my sister have any right to claim share in property. All are above 18 years.
3. Now we want to sell the property. Is it possible by giving power of attorney to any single person? Who all have the right to give consent for power of attorney.
After the death of your sister, her husband and children have right in her share of property. If no objection from anyone including the husband and legal hiers of your deceased sister to sell the land you can give power of attorney to any one member of the family.
