Rights of a owner in a building on terrace

Hi, My father own a two storey building in which he registered ground floor house on my younger brother name & first floor house on my name. Now i want to as first floor owner what are my on both land and terrace.? and also ground floor owner have any right to sell/mortagage his property to third party/bank with out concern of the first floor owner.

Both of you having title up on the Terrence.Ground floor owner can sell or mortgage the ground floor . Provided no damage should cause to the first floor. When the floors are desperately got registered then both of you have rights independently.
