Rights for payment after delay on possession of house what to do

I have booked a flat in 21012 project by Earth con group at yamuna exp way.I have paid 50% payment in installment plan.After four years the work of the project is extremely slow.So l want to give my balance payment in possession.So my enquiry is that what are my rights in this situation.
In case the Housing Company didn’t handover the possession of the flat on the due date as promised then you are entitled to file a consumer dispute at appropriate Consumer Dispute Redressal Forum/Commission (in accordance with the value of subject matter in dispute) for claiming compensation for the unreasonable delay and consequent loss. Moreover you can choose to rescind the contract and you will be entitled to the amount you have already paid with interest thereon.
