If your neighbour is selling out his house, he has no legal duty to inform you. And you cannot legally stop him from doing so.

This principle is applicable only in the case of the property of the co-sharers of a joint family.

As law doesnt forbid a seller to sell his property whether movable or immovable at his interest and choice and even has no right to stop him from selling his property. As u are are interested to buy his property u should inform him at the earliest about ur interest

Technically no....However, steps can be taken for ensuring that something is occassioned....but legally.. it might be a futile excercise.. though there is a concept of right of preemption.. but it is applicable to agricultural lands perse
