Registration of POA in connection with property transfer

My daughter Hindu (Resident of Koparkharne) and her husband Hindu(Res of UP) presently stays out of India.Can they jointly confer one General POA to husbands brother who is res of Pune in connection with registration of a Flat which they have booked recently in Navi Mumbai .My daughter is primary as she had address proof for Mumbai. Registration will have to be in Navi Mumbai.
If both have jointly booked the property then they have to jointly give PoA to brother. Keep the photos, address proof, PAN details of all the parties ready. Then get it registered in registration office.
