Regarding Third floor construction where to inquire

i have an floor of 50 sqaure yard at ganga ram vatika. only 25 square s construct i want to construct the balance area.

(1) Does the construction in any way changes existing structure?
(2) Do you have the occupancy certificate from the concerned municipality for the 50 Sq yard area already in place? If yes, I would like to see a copy of the same.
(3) Kindly confirm what will be the nature of construction (Permanent or Temporary)? In case the construction is of a permanent nature, requisite permission from the municipality within whose local jurisdiction you reside would be required. You may apply for the same along with plan to get the sanction.
