Refused to give Identify Proof for new Water Connection from DJB

We just want a suggestion from you. We are facing an issue regarding our water new connection, the problem is, we have a joint family, in the Family Will my grandmother divided 125 sq.fts two sided faces... She divided half half portion by 62.sq fts of property equally between her Four Sons.. two front side partition and two back side partition, my Father expired on 2013, when my father and my uncle (Elder Brother of my Father) decided ground floor godown should be divided equally in two parts 31sq ft each from 62 sq.fts, we have given that property on rent. Now we need their ID Proof copy for documents submission for the new water connection as per property ownership. They refuse to give us.. which is required to attest with their NOC documents.. ID proof is the only document we need from them..we have all other documents that has to be submitted at DJB, but the agent at delhi jal board refuse to give new water Connection until we submit the ID proof of him. Is there any other way..
