Purchased flat in Subvention Scheme. Now builder insisting for CLP

I purchased a flat in subvention scheme in June 2018. Possession as per agreement Dec 2020+Grace of 1 year i.e. Dec 2021. But till date construction work going very slow. Now builder is insisting that he does not have funds so buyers should convert to Construction Linked Plan ans pay their Pre EMI on their own. He has promised to reverse subvnetion additional cost taken by him by crediting in the last installment. Please advise should we accept or is there any other avenue. The Builder has changed possession date in RERA website to Dec 2023 now without taking permission from us. Please advise avenues available with us.

As per the agreement the builder is duty bound to give the possession of the property in the agreed period if he don't give you can approach court and demand compensation and inconvenience caused to you due to delay. only promises don't help go for registered agreement for further details you can call me
