Purchased an property with an GPA 30 years ago

A" got the property from "B" through registered GPA. Now "A" family wants to sell the property to third person. But "A" is expired and B is untraceable(might he also expired) Question is :
Can "A" family sell the prperty to his third person by paying the stamp duty charges as "B" done the GPA to "A" and will to "B"wife(alive) Pls commment
