Purchase palgadi system property with stamp duty and registration

Property in Mumbai,Andheri area. We plan to purchase flat that flat is pagadise system but that property owner trfd that flat to our name with stamp duty and registration. Is that possible to trfd pagadi system property to our name flat owner and property owner is one and same. And only one partner. Can I buy this flat.
