Purchase of land in one place & sale deed made in another district

hello,i need help regarding agreement to sale, i want to purchase a land and the land owner stays out of the coutry and they come till pune only and land is located in sangli, so can i make agreement to sale in pune or have to do in sangli registrar office itself? one more this can i make Power of attorney in pune? please help me with same
As per The Registration Act new amendment 2013 you have to register Power of Attorney to put it in use.So technically if you even make power of attorney than the Vendor/seller of property has to come to the sub-registrar office having competent jurisdiction to register the documents.So my advice is to tell the owner to come to Sangli to register the documents.
