Provision of refund from builder for non-payment

I booked a flat which on NH-24 Ghaziabad, i paid the 10% of booking amount and i canceled the flat due to financial problem, and builder give the written applicant to refund the amount in 60days now 60days already completed but they are not giving the money back what should i do .
