Property is unregistered, will unregistered property dissolves?

Property is unregistered, and my grandfather died ! My grandfather has 4 son. Elder son is living on the whole property since more than twenty years, my question is will it dissolve to all the four sons or will go to the one who have possession the property !!
Note : property is not registered by the government because it is on the drain side
now today government is running a project here and announced that , after completion of project property will be get registered now please tell me who will get the legal right of the property !!
All the legal heirs of the deceased will be entitled to the share respectively. The person living should not have any privilege until there is transfer of ownership in the life time of grand father. Also we need to check you is the owner of the property on papers i.e. government records. Also some more information is required to advise on the matter.
