Property attached to refugee area, is it safe to invest in it?

Hello, Im planning to buy a Investor flat (2 BHK) at Ravet,Pune. Its on 8th floor and flat next Refugee Area, So would like to know if there will be any issue with it in future? And I have heard that Investors sometimes sell same flat to two- three people, so how to check this aspect with the Builder/Agent.

Refugee area is an area where builder shall mandatorily keep in a high rise tower in case of emergency like fire etc. a vacant space (a kind of safe place). Builders do construct some flats in refugee area floor and leave some portion of the entire floor space vacant which is illegal. It is advisable to not purchase flat in refuge area. Further it will be difficult to know whether builder has sold same flat to multiple buyer unless the documents are registered. Before purchasing the property it is advisable to take a title search of the property from sub-registrar office and then enter into an agreement and register our agreement, so that in future if any such kind of incidence comes to our notice then atleast our right can be protected. To avoid all this situation, better to deal with a renowned builders.

Refuge areas as the name suggest an area clearly demarked in any commercial or residential building where people can take shelter in case of an emergency. High-rise residential buildings fail to fight emergencies related to fire with a number of cases in the recent past. Not only do the firefighting personal have a hard time reaching the central location of the fire in case in happens on a high floor, it also puts lives of residents especially children and elderly at grave risk.

As per the building and construction norms, every high rise building must have a clear demarked area known as refuge areas. Builders and developers in the past have been found guilty of demarking a large chunk of area under refuge areas to get clearance and later selling them to various residents for their personal use. With an increase in the number of cases of misuse of refuge areas, the government has now redrafted the basic guidelines for refuge areas in accordance with the respective civic bodies.

Answer A refuge is a portion of a building reserved for emergencies. It is not logical to think that buying a home near a shelter area is a bad idea.
