procedure to buy and sale property on A's behalf

My Wife (A) is in India and will be soon traveling out of Country and want to give SPoA to his brother(B) in India. Can B buy property , land, house on A behalf and do sale/deed, Registration on A's Name ?. What is the procedure or pls give details what is the possible way, B can buy property for A ?
(B) on the capacity of Special Power of Attorney terms can purchase a property on behalf of (A) if the terms of the SPA is to that effect. Further since A & B are blood relative, there will be less stamp duty to be paid at the time of registration of SPA. Registration of SPA is advisable for the Sellor and purchaser as well.
