Photographer is not giving my wedding video video

Sir it is 1 year now.... And the photographer who clicked my wedding video.... Is still making his fake and false excuses and each time is postponing date of video delivery... I'm now fed up with his excuses.... Plz guide me what to do..... And also tell me is it a crime and under which section it comes. Plz reply
