Part payment of Agreement to sell where not returned how to get it

Sir, I wanted to purchase a second hand Flat in Patna worth Rs 40lakhs.I have done an Agreement for sale duration six months with the Flat owner in Registrar office,Patna.But when I went to bank for loan,they asked me to bring all the necessary papers regarding Flat.The Apartment's Map was not approved by any govt. authorised body and this matter was hidden from me by the Flat owner.So my loan was not approved.I have transferred Rs 10lakhs metioned in the agreement which was returned to me by the Flat owner.Rs 2 lakhs cash not mentioned in agreement,Registry Fees 2%(Rs 80,000),Stamp Fees(Rs5,000),Advocate Fees(Rs 4,000) and other miscellaneous expenses not returned to me.What should I do now?Please kindly guide me.

Contact a good lawyer and file a criminal case in appropriate court against the seller. Narrate all the facts and annex all the documents. I hope you will get returned the amount you have sent in registry.
