Parking Space not alloted due to some controversies of builder

I stay in a residential society in Ghaziabad. It's now over four years that people have been living here, but the builder is yet to hand over the maintenance. Much of the promised works are also yet to be completed, like parking allotment, fire safety devices , CCTV installation, etc. Although the society has a registered Apartment Owners' Association (AOA), it says it is not authorised to allot parkings. In the meantime, the builder has started allotting back-to-back parking spaces to those who need after taking money from them for two parkings. We have also paid parking money, but we are not being allotted the space, leading to infighting among the residents. In a scenario where the maintenance is under builder's control, can the AOA allot parking spaces or do we have to wait until the builder exits the premises? Who is the competent authority to allot parking to us? We also suspect some kind of "deal" between the AOA and the builder. What should we do?
You can send the builder a legal notice stating your demands and concerns. However if they donot comply with the terms of the notice then you can file a suit in the consumer forum for the infringement of your rights. You can also file a civil suit for the recovery of money if you don’t want the parking space.
