Papers holded by seller even after paying the total amt

I bought a house through agpa registered there was loan on seller name which I cleared but she kept the docs with her and charging To give the docs how can I legally get the papers
first you can send a demand legal notice demanding to handover the documents and complete the sale transaction and if ignored then you can file a civil suit in the concerned court seeking to execute sale
