Hi , nobody can stop you for construction of your home at your plot if you have all the papers. You don't need to go to police or anywhere else, just start construction and if anyone trying to stop you then make a call at 100 n narrate the story to them. They will definitely help you and also give written complaint to nearest police station and get receiving of that.

1. For offences such as harassment, you can submit a police FIR requesting an investigation and a charge-sheet.
