Need help regarding property verification

I am in negotiation for buying a flat/plot in a layout developed by a real estate developer in the upcoming localities of on confirming about the land use conversion certificate, Most of them tell that it is not neccessary as the layout is approved by Meerut development authority. Even , I spoke to the Town planner of Meerut development authority and he also gives me the same reason. Kindly confirm that if I buy & own such property will it hold legally good in all the respect
First you should go to meerut land development authority for the purpose of assuring yourself of right and legal process of buying plot which is developed by a real estate developer. In my opinion, You should get NOC certificate from real estate developer.
