Need advice on my property stuck under a stalled redevelopment project

My property is in Mumbai and in stalled redevelopment project. The project is stalled for last 11 years. As of 2021 the builder is not paying us rents nor completing the project. Builder has taken loan from several banks and now the banks have sealed his properties. The tenants of my building have filed a writ petition in Bombay High Court, but not even one hearing has happened. It appears like the builder has contacts with the judge and so the case doesn't appear in court. Now I want to sell my property to anyone willing to buy it. One of the banks who gave loan to builder has offered its interest in buying tenancy rights. Can I sell my tenancy rights to that bank or some other bank ? or can I sell my property to the builder itself?
