Need advice on construction without the certificate

Our builder built a building on collector land without obtaining tdr certificate. Now the collector refuses to give NOC. What can we do now?
You should approach appropriate authorities of your state/area and explain the whole situation. they will help you apply for tdr certificate. Unless you get tdr certificate , collector will not give property and without NOC it will be illegal construction.
