Name change of deceased co owner of the flat

There are only two owners of the flat. First owner is my mother and second owner is my father (expired). What is the procedure of changing name of deceased co owner of the flat? And till when we have to do it.
Is there any rule to change it in a specific time?
This is my response to you:
1. You along wid ur siblings will have share on the flat;
2. You will have to change names on share certificate;
3. You will have to release the shares to one person which will be better;
4. Obtain letters of administration;
5. Consult a local lawyer and take steps.
