Mutation certificate not available

I am purchasing one old Residential Flat in kolkata where property tax has been paid up to date but mutation certificate is not available for the current owner, now please inform how to obtain mutation certificate in this case and whether this is required?
yes it is required mutation is necessary and also ask the owner to provide completion certificate because it is very essential before you do registration of the flat and mutation and cc is very very essential
