Mother property with will to whom it goes

One of my friends mother died with leaving Will. he has two married sisters and no brother. now his sisters is insisting that they should be given 1/3 of the share. That sisters don't know about the will and he don't have the no objection bond/signature about will. What is the law in this context?
you can file the suit for implementation of will and as per will you can claim the property in court.if in that all the family members signatures are there , if not you must file the will in court and get the property.
