MHADA INTERIOR WORK STOPPED BY BUILDING SECRETARY

I have purchased flat in MHADA , the agreement is not yet made but we have obtained permission from the owner to carry out interior work. However while working on ceiling the , the labour dig it till the iron road of the RCC and then tied a steel rope so that ceiling doesn't fall . Looking this the secretary objected and he stopped the work immediately and he is not doing anything and intentionally avoiding us and delaying it . Advice what can be done. Borivali east Mumbai
You cannot do anything personally till Registration of Agreement.For doing any work prior you should have got permission from Society.Therefore you can now put application for doing work through original owner.
