Is OC required for purchasing a resale Flat?

Hi, is it true that ,OC is not required for apartments registered before 2010?Can you please help me out? I am planning to buy a resale flat built in 2008
An OC certifies that construction has completed as per the construction plan and it is ready to be occupied. It is issued by the local municipality or building proposal department once the building has been completed. Yes it is true that OC is not required for flats build before 2008
