Is it possible to change a building pan under RERA

A Plan for five floors each of 15 block (2 BHK) is approved and work is started. After 50% of work, builder wants to modify the original plan. He wants to cancel three blocks which is not built yet and wants to build multistory building (3 BHK) at that place. can builder split the project in Phase I (old approved buildings) and Phase II (Newly approved multistory) due to fear of RERA? or it will known as whole one project.

Prior registration is required u/s 3 (1) and for ongoing project within 3 months of the commencement of RERA i. e. 19/4/2017 in case area of land is more than 500 sq. m. or more than 8 apartments.
Where the real estate project is to be developed in phases, every phase is considered as a stand alone project .
U/S 14(2)(ii) sanctioned plan can be changed with previous consent of at least two/thirds of the allottes. This just general comments. Lots of factual things required to be checked before giving case base advice .
