Is it absolutely compulsory to construct building on the allotted land

Dear Sir, A piece of land was allowed in 2014 to my village under land allotment rule 1963 to construct a hostel for public. We paid full amount by DLC rate, no concession provided. Now it's over 2 years so they are calling us to construct building on the land. All is Verbal. With it all the caller from revenue department threatening us of allotment cancellation. Plz suggest as we cant construct building at present.
