Inherited property sale roman catholic property in grandfathers name

Roman catholic. Property in the name of my grandfather. My dad and his late brothers wife share the property. My question is can she sell her part of the property without my father's consent or without the house paperwork on her name since it still has my grandfather's name?

If the partition has taken place between you dad and other successor of the property the she may sale her part. But if the partition has not taken place then she has no right to sale any of the piece of property.
