Inherited Property Dispute between 3 sisters..........................

I with my mom and younger brother are living in my maternal grandmother's house since March 2008. We don't have any other property of our own and this is the only house we have.
Now our maternal grandmother expired in April 2012 and as per the will, this DDA flat(which has another floor constructed on it's top), is to be divided as per below -
1. Top floor would be owned by our mom
2. Base floor is to be divided by 3 sisters including our mom.
Now the point of clash is that one of the sisters is causing troubles for us, pushing us to sell this house wherein we don't have any property of our own and can't go anywhere. Till now we are living in this house and hence we are caretaker of this property.
What should be done in such situations as all these years we have suffered from a lot of mental harassment from the other sister's family.
