Illegal acquire of my premise by the tenant since number of years

Dear Sir,
I rented my premises number of years back then now my tenant isn't vacating it and i already got the notice from the Municipality that your premise is in danger condition and collapse it as soon as possible but tenant is not leaving his possession he even doesn't stay there since number of years he simply locked my premise and live some where else premise what is the legal process i can do to vacate my premise from him he is asking for money which is not legal . Please Guide me
