In your case, the transfer of the stilt parking can be done by agreement for sale or MOU subject to the terms & condition mentioned in your pervious agreement with the builder...
After reading your agreement, Will let u know the proper procedure..

You may execute an MOU for the transfer of stilt car parking space. Gift Deed or any other document of an immovable property for consideration will attract stamp duty and registration. The right, title and interest in the stilt car parking space vests with the Society. Members have only right to use and occupy the same. As per the new norms, the Builder cannot sell the stilt car parking space separately. The Stilt Car Parking Space is attached with the flat and therefore the stilt car parking space cannot be transferred separately from the flat.

dear Client,
an agreement similar to the one you have for the parking is required to be made between you and the purchaser. however care has to be taken to see if the agreement allows you to part only with the parking independent of the flat

Apartment Acts state that you cannot cover or repurpose the parking space. A member also has no right to transfer or sell parking spaces allotted to them by the society. The society may charge a fine for violating parking laws.
