Grand mother not willing to give the property to the daughter

My grandmother had 3 sons 1 daughter. My mother(Daughter)is the eldest one,13 years back one son has died..she had two stairs building.my mother gave the money for construct the building 25 years back..but now my grandmom doesn't will to give the one fourth property to my mother..what should we do
