Govt order in violation of Kerala survey and boundaries Act

As per the Kerala Surey and boundaires ACt Amendment 2007, with respect to survey completed and notified u/s 13 of the KSBAct, revision power was vested with the District Collector. As per the Govt Order dated 26/8/2017, the authority for revision in re-survey completed cases given to the Thasildar LR. Can the revision power of the Dist Collector given under the law, can be changed by a subsequent GO. ? Whether a PIL can be filed.?
