Getting property registered on legal heirs as brother refuse for same

My father died in 2011 and left no will. My family has myself(younger son), my brother and my mother. I have been insisting on property registration on all the 3 legal heirs but my elder brother is ignoring my request. As I am living in Bangalore, so he wants to have the whole property. He is putting condition , that after registry , I cannot sell the house or make them out of house in future. What step I should take in order to get the home registered on all 3 of us.

There is nothing to do in this after the death of your father you have to show death certificate of your father and do the process of dakhil kharij of your mother name instead of your father or your mother can make family batvaranama in all 3 equal parts
