Forming of co op housing society

Our building is almost 20 years old. The land owner created a development agreement with the builder to construct 4 floors. Later after 10 years another 3 floors were constructed illegally. During this period nor the builder nor land owner allowed to create a co op housing society. Now that we are trying to create one the land owner is threatening us and has also taken away the society funds used for expenses. He is not willing to share the expense details made since 2017. My question is that in all we have 54 flats/ shops in our society comprising of two (legal & illegal) wings. How many members would be required to create a co op housing society

1. The society should have been formed;
2. Or atleast mentioned in the development agreement with the builder;
3. Send a legal notice to the land owner and if your receive no positive response then approach civil court;
4. Consult a local lawyer, discuss full facts and then take steps.
