Forcefully powercut by builder

I bought a flat in a complex on 2015.as per their agreement they told us to handover it on 2016 december.in the total flat price as per agreement they never ever mentioned Edc prices.but now they want 4 lakhs edc prices or else refuse to register my flat in my name,after paying 90% of total flat amount.even I reside there with my toddler,when my husband stays outstation,they forcefully cut the electrical line and says that without payment done within 1 week they cannot reconnect.my husband has a medical issue too i mailed them to pay on August after solving the medical urgency but they ignored.
