flat registration got stuck as landowners don't have Aadhar card

I purchased a flat from a local builder of rs14000 taking loan from LICHFL UNDER PMAY on my own name though I am married.Agreemt for sale is registered.But during registration of conveyance of deed ,the process got stuck as the landowners dont have Aadhar card.I did not got igr copy.Though the landowners gave a registered power of attorney to builder to sell the flat from bulders own portion

As per the query in law rato it is important to have pan cars and also land owner ned to sign the as a confirming party in the registered deed so it is important to have their I'd prof otherwise you can approach to court and through court you can do registration.
