Flat registered seller not presenting how to get it transfered

I bought cghs flat and got the attorney registered. Now the seller is not in contact of me. When I asked society to transfer the flat, they are demanding the physical presence of seller to give membership certificate and then only other documents will be provided. What should i do? Are registered documents enough? I dnt have any noc etc but have all the old papers regarding flat like share certificate etc. What should I do?
you will have to convince the society members to issue you the membership certificate as you are not able to locate the previous owner. you can ask them if you can give them a affidavit in support of it that the person is not available and they may issue the membership certificate. or you can give and undertaking to them
