Flat owner demand extra money to make flat transfer paper

My dad purshace flat in 93, but papers not done.. avoid by owner for extra 25000 rs, my dad paid him partially by cash & completed all. But owners avoid to make paper..
But here my dad received society membership leeter by paid all charges.
After that we give flat on rent by agrement.
Due to some management issue my dad service off..
In that peraid owner always said varius reason n avoid to make paper.
Now he demand 10L..
due to same my dad heart attack..
How i handel it.
You can file civil suit for specific performance of contract in court.Any agreement can be executed in favour of your father by that person.Therefore you can file suit in court of law against that person.
