We have purchase 3rd floor with roof right in uttam nagar in 2018 but the owner of 2nd floor always fights with us to use roof for his benifitblike playing his kids, use to drink liquor and others purposes.
We wish to make a seperate boundry on roof so that they will have own way to use water tank.

Although it can be used for general purpose in a floor system. but the scope for other people to use it is very limited. If the roof is being used for more than general purpose then you can take an injunction order to restrict them from using it or coming to it, from a civil court of law. You can also sue them for criminal trespass in case of quarrel and unauthorised entry.
