Father died interstate mother did not include son's name in property

My father died intestate...i was about 19 years old in college and my mother did not include me in letter of administration succession or mutation. Nowhere am i regarded as a beneficiary as i have found out 17 years later. Does this constitute fradulence 1pand do i initiate criminal proceedings as she is still unwilling to cooperate

As you were 19 years old thus major at the time of your father's sad demise. In the letter of administration you must be a party in the application.
In the letter of administration/succession it is require to mention the legal heirs of the deceased. As per the proviso of the Hindu Act you are the class I legal heir of your father (deceased).
Now, you collect the order of the Ld. Court. and the application if found. And send a legal notice after going through the same.
If no fruits comes then you start a civil suit instead of criminal suit to gain your position.
